The Fan, Museum District, Church Hill, Jackson Ward, and Oregon Hill are full of narrow houses: plaster, mixed old supply lines, and stacks shared with the story above you. The City of Richmond has long described combined sewers in older areas that can be overwhelmed in intense rain, so a backup that appears only during storms is a different clue from a clogged kitchen sink. Henrico, Chesterfield, and Hanover houses are often newer, with their own permit counters. Virginia licenses tradesmen through DPOR. Winters ice over sometimes; they do not resemble a Great Lakes freeze.

Why does my basement drain back up only when it pours?

Older parts of Richmond include combined sewers that the city has said can surcharge in heavy rain. If every lower fixture misbehaves only during storms, say that. A single slow lavatory on a dry day is a different problem.

The stain is in my ceiling and I share a wall. Now what?

In a rowhouse, a leak can start next door or on a stack you do not own alone. Do not open plaster to chase it. Note which room, which floor, and whether the neighbor has a wet spot too.

Who licenses plumbers in Virginia?

The Department of Professional and Occupational Regulation licenses tradesmen. Look the person or firm up yourself. A nearby county permit is a separate question from the state credential.
